About GCF

About the Green Climate Fund

The Green Climate Fund is the world's largest multilateral climate fund. Based in Incheon, South Korea, it supports developing countries to reduce greenhouse gas emissions and adapt to climate change through grants, concessional loans, equity, and guarantees.

Access in Bhutan

The Ministry of Finance serves as Bhutan's National Designated Authority. Funding proposals submitted to GCF require the NDA's concurrence and can be accessed through direct access entities or accredited multilateral agencies.

RSPN as Delivery Partner

RSPN is Bhutan's only GCF National Delivery Partner. RSPN received GCF Delivery Partner status on 23 October 2023 through GCF Country Programming Letter No. DCP/2023/423.

Fund Accession Under GCF

Bhutan, as a Least Developed Country (LDC), is eligible to access the Green Climate Fund through its National Designated Authority (NDA), the Ministry of Finance. The fund provides grants, concessional loans, equity, and guarantees to support climate mitigation and adaptation activities.

Direct access entities and international implementing organizations can submit funding proposals, which must receive NDA concurrence before consideration by the GCF Board.

RSPN received GCF Delivery Partner status on 23 October 2023, making it Bhutan's first and only civil society organization to hold this status. This milestone allows RSPN to directly deliver GCF resources and implement readiness and preparatory support activities on behalf of Bhutan.

RSPN signed a Grant Support Agreement for the project Strengthening capacities and enhancing climate data and services in Bhutan to scale-up climate financing from multiple sources, signing MoUs with national partners including YDF, Tarayana Foundation, JSWL, and SELWA.

GCF Readiness and Preparatory Support Programme

The GCF Readiness and Preparatory Support Programme in Bhutan aims to increase the country's access to climate finance by improving the availability of robust, credible climate information and data through stakeholder coordination and technical capacity building.

2018

First GCF readiness support of US$0.400 million strengthened the capacity of the NDA to access resources and support direct access accreditation.

2019

Second readiness support of US$0.400 million strengthened NDA and related institutions, including financial institutions, for effective engagement with GCF.

2021

US$975,975 support built the capacity of Bhutan's national stakeholders to address climate and disaster-related risks.

2023–2026

The current readiness project, managed by RSPN as GCF Delivery Partner, supports climate data, stakeholder coordination, and technical capacity building.

Objectives and Goal of the Project

The project goal is to support Bhutan to meet its NDC and NAP commitments and needs through stronger climate information, institutional readiness, and coordinated national action.
