V.                   Primary responsibility:        To regularly implement the organization’s administrative policies and procedures in accordance with RSPN Administration and Human Resource Management Manual and other applicable norms, rules and regulations for legal compliance and operational efficiency.

I.                    Specific duties and responsibilities

Administration and management

  • Overall responsibility for office management (including permits, services, support staff, etc.).
  • Manage use and timely maintenance of RSPN office pool vehicles; ensure licenses, insurances and other requirements are up-to date.
  • Oversee office management and maintenance
  • Facilitate procurement of goods and services including day-to-day procurement and maintenance of office furniture, IT equipment, vehicles, telephone/communications and other equipment and supplies.
  • Maintain inventory of office property including fixed assets, equipment, furniture, office supplies etc.
  • Monitor the code of conduct, cleanliness and decorum of the office premises including working rooms, toilets, parking and areas surrounding office building.


Personnel

  • Maintain all personal records (personal files) pertaining to employees’ appointment, leave, training, studies, training bonds, certificates, evaluation reports etc. and update regularly.
  • Manage organization’s payroll, including payment of taxes, managing staff bank loans (processed through the office) in accordance with applicable regulations and human resource policies and procedures.
  • Prepare and update staff contracts.
  • Facilitate recruitments of new staff (advertising, filing and short listing CVs, interviews, following up references, etc.).

 

Filing

  • Take lead in standardizing and updating organization’s filing, referencing, and record tacking system in consultation with other units.
  • Facilitate safe keeping of RSPN’s legal and confidential documents

 

Legal issues

  • Provide all necessary office administration services including securing timely permits, visa, etc. for staff, guests, consultants as per prescribed procedures and law;
  • Prepare, maintain and up-date standard employment contracts and insurance of staff, vehicles, equipment, and other relevant property;
  • Ensure provision of telephone, legal and other office services as required
  • Provide orientations to new staff
  • Review staff employment conditions


 

Finance

·         Verification of requests for cash advances, reimbursements, purchase orders.
·        Over-sight of procurement processes.
·         Manage all necessary organizational financial and legal audits

VI.               Knowledge and experience

          Hold at least Bachelors degree preferably in business administration
          Minimum 5 years of working experience in relevant field, familiar with Bhutan government law and policies related to staff employment conditions, tax, insurance,
          Has strong leadership and management capability
          Possess negotiation, conflict management skills
          knowledge of computer use (especially accounting packages)

 2 November 2010 – The first group of black-necked cranes, comprising two adults and two juveniles arrived in Phobjikha today at around 1:25 PM.

A total of 326 cranes were recorded in Phobjikha valley in the winter of 2008-2009. The total number of cranes that arrived in Bhutan was 462 in 2009, while it was 457 cranes in 2008. The other winter habitats in Bhutan include Bumdeling in Trashiyangtse, Khotokha in Wangduephodrang and Choekhor and Thangbi in Bumthang.

The cranes usually spend over four months in major winter habitats in Bhutan and leave for their summer habitats in Tibet in mid-March.

The Royal Society for Protection of Nature and Phobjikha Environment Management Committee will be observing November 11th as Annual Black-necked Crane Festival to celebrate arrival of the cranes and at the same time create mass awareness on importance of crane conservation. Till 2009, it was celebrated on 12th November.

In 2008, the first group of black-necked cranes arrived on 29 October 2009. Phobjikha under Wangdi Phodrang dzongkhag is the largest wintering habitat of black-necked cranes in Bhutan.

Certificates being handed over to the Community leadersWith the additional approval of five more Community Forests (CFs), a total of seven CFs have been established and handed over to the community of Gangtey geog (block). The local communities of respective regions in the Geog will manage and operate the CFs.

The objective of the establishment of a community forests is to engage community participation in the sustainable use of forest resources and ultimately improve the livelihood of the community.

The five additional CFs newly established in the Geog are Gela Chithuen, Pel Tokha Delek, Mole Thangka, Aeko-sangtena, and Dunshing-pokto. These establishements were funded by the MacArthur Foundationt under the sustainable natural resource management project, RSPN.

A total of 151 households will be benefited by the establishment of the five community forests.

4 October 2010 – The United Nations Climate ChangeConference in Tianjin started this morning with the opening remarks by His ExcellencyMr. Huang Xingguo, Mayor of Tianjin Municipal Government, His Excellency Mr.Dai Bingguo, State Councillor of the People’s Republic of China and Ms.Christiana Figueres, ExecutiveSecretary of the UNFCCC.

In the opening remarks, the dignitariesurged on the urgent need of the recognition of the climate change issue aroundthe world and the commitment to act together. They also mentioned about theChina’s interest and concern on growing climate change issues leading to thefirst climate change talk in Tianjin, China.

Ms. Christiania, Executive Secretary of theUNFCCC also urged the parties to act wisely by stating that it is now the only timeto rise to our challenge.

Prior to this meeting, the Climate ActionNetwork organized the two days of CAN strategy session and consultation onframing the Cancun Building Blocks.

The conference will end on 9 October 2010.

1 October 2010 – The Royal Society for Protection of Nature (RSPN) is now registered under the Civil Society Organization Authority (CSOA) as one of the Public Benefit Organizations (PBO). The official registration certificate was handed over to the RSPN today.

The RSPN has been working in the field of biodiversity conservation, sustainable livelihoods and environment education and advocacy since 1986. It was regstered under the Compaines Act of Bhutan in absence of any authority for non-profit organization in the past.

Clean Bhutan Day 2010

ANNOUNCEMENT: Clean Bhutan Day was initiated in 2008 prior to Coronation and Centenary Celebrations with theapproval of the Royal Government. 

This year, Clean Bhutan Day will be observed throughoutthe country on Friday 1st October since 1st November is coinciding with the Coronation Day of His Majesty. The change in day has been approved by the Ministry of Home and Cultural Affairs.

The meeting in session

7 September, Mexico City – The Southern Civil Society’s  representatives are currently attending a four-day preparatory meeting for pre-COP16 in Mexico City from 7th to 11thSeptember 2010.
From the overview agenda and objectives presented at the opening session on 7th September by the organizers, the meeting will prepare to how the CSOs in the South can develop and agree on common strategies to present at the COP16. 
It will help to develop stronger capacities of the key individuals within the CAN’s southern regional and national networks on the issues of climate change policy and sustainable low carbon development pathways that are suited to local needs and recognize the imperative of the south-south cooperation and deliberations in the run up to COP16 in Cancun. With the first day focused on Context Settings and Mapping Real Expectations, the following days of the meeting will be focused on Developing Common Goals and Tactics, Way Forward and Mexican Government and NGO Dialogue and on Developing Messages and Communication Skills for Delivering Messages to Media. 
It is being organized by CAN International, Green Peace International  and WWF in collaboration with Presencia Ciudadana Mexicana (PCM) in Mexico.

Workshop in Session24 August 2010 – Over50 participants including Parliamentarians, representatives from variousministries, academia, civil society organizations, practitioners, youth, andmedia attended a two day workshop on Science-Policydialogue on Climate Change at Taj Tashi in Thimphu on  19th & 20th August2010.

The science-policy dialogues was convened under the
Climate Change Mitigation and Adaptation into Development Planning (CCMAP)project to demonstrate linkages exist between global/continental-scale impacts as reported in the Fourth Assessment Report (AR4) and country-level manifestations of those impacts.

The workshop was also aimed in stimulating a true dialogue between scientists and policymakers and other participants and sufficiently engaged in elaborating key national policy issues on climate risks, adaptation and mitigation.

During the two days of workshop, climate experts from the region presented the scenarios of the global climate change issues while the Bhutanese resource persons presented on the national perspective and initiatives in the field of water resources, agriculture, forestry and urban environment.

A final session of the two-day event focused on summarizing key points raised during the sessions and in identifying priority actions for enhancing climate change communication to key decision makers, addressing knowledge and capacity gaps, and strengthening science-policy linkages within the country.

The workshop was organized by Royal Society for Protection of Nature in collaboration with National Environment Commission with support from SysTem for Analysis, Research and Training (START) International Secretariat and Bangladesh Centre for Advance Studies.
Dashi Benji receives award from HRH Chimi Yangzom WangchuckHer Royal Highness Ashi Chimi Yangzom Wangchuck, the Royal Patron of newly launched Bhutan Ecological Society awarded the Jigme Singye Wangchuck Outstanding Environmental Stewardship Award for Policy Leadership to Dasho Paljor J. Dorji.

Dasho Paljor J. Dorji, popularly known as Dasho Benji is the founder of Royal Society for Protection of Nature, an only non-profit pioneer environmental organization in Bhutan. The RSPN, which was founded in 1987 now supplements the Royal Government’s efforts in conserving the Bhutan’s flora and fauna diversity outside the protected area system.

The award is established for the first time in Bhutan with the launch of the Bhutan Ecological Society on June 5, 2010 coinciding with the World Environment Day. The Society was launched by Ugyen Wangchuck Institute for Conservation and Environment (UWICE) based in Lamey Gonpa in Bumthang.

It will be conferred every three years for the outstanding leadership and contribution to the conservation of the country’s environmental resources.

The award accompanied a total cash prize of Nu. 100,000 and a citation signed by the Royal Patron of the Bhutan Ecological Society and the Prime Minister of Bhutan. Dasho contributed the prize money back
to the Bhutan Ecological Society.

Speaking at the award ceremony, Her Royal Highness said although Bhutan had a negative carbon emission, we would still have to bear the consequences for no fault of its own. Coinciding with the event, Her Royal Highness also launched the digital publication of the Bird Songs of Bhutan.

He is currently the special advisor to the National Environment Commission. He has also been appointed as the first founding President of the Bhutan Ecological Society.

Meanwhile, Mr Sonam Phuntsho from Information and Communication Services in Ministry of Agriculture and Forests was awarded the Jigme Singye Wangchuck Outstanding Environmental Stewardship Award for Field Leadership for his unwavering interests and contributions in preserving natural resources of Bhutan. Since early seventies, he has planted more than 10,000 saplings beside from other voluntary services.
